Let's talk about the characters of the VN. If we take the time to really define who these characters are and how they act, writing the story will be loads easier.
Shark-chan: She's tsundere. Obviously. But why? What are her inner motives and feelings? What has her life been like up to this point? Is she an introvert or a social butterfly? What are her hobbies and interests? We really need to flesh out this character. As one of the main love interests, her character is vitally important.
Scuba-kun: We don't really need to flesh out scuba as much. The player will be playing through his eyes, so we need to keep his behavior neutral enough so that it does not affect the path the player chooses. That being said, we need to be able to think like he does. How does he react to things? Is he perceptive or totally clueless? He shouldn't be so difficult...
Nami-san: Nami-san is a tricky one. What is a human girl doing in a sharks dating sim? We have to ask all of the same questions of her as we did for Shark-chan.
Feel free to use existing characters' personalities as examples of how you feel any of these characters should act. Also, These 3 are only the stars of the show. We still need a whole cast of supporting and backgrounds characters. What I'm looking for are possible secondary love routes.
KEEP IN MIND!!! This is a discussion! Please don't be afraid to speak your mind or throw out ideas. I want to hear every idea you've got! There are no wrong answers here. Everything is still in the earliest stages and nothing said here will be final.

Before characters can really get fleshed out we'd have to establish at least some idea of a setting, I think. The reason I mention this is because I have to imagine, as all VNs apparently do, this takes place at some sort of...weird...underwater highschool. This is the only thing that really makes sense given the senpai/kouhai nature of scuba-kun and shark-chan. So that makes things a little easier, I think. Why? Because we can just treat it like The Classroom Aquatic ( As seen here) which is to say that the fact that there's humans at the underwater school can be almost completely ignored. They're just "transfer students."

The player needs to play as Scuba-kun. There cannot be any other main character to play as.

We can go with the usual "parents sent me to this special school for some reason" or "was sent to live with my weird cousin while my parents moved to the city for their job. What they didn't tell me is my cousin and uncle live underwater".
Very few VN actually have the MC's parents around.
Main plot points/arcs can be a sports festival and/or a cultural festival.

Unless someone comes up with a really compelling story that requires a specific different setting to make sense, I think a highschool is the way to go. We might also want to overthink the setting in some areas. Which ocean is it in? The kind of thing that won't affect the main story much, but might lend itself to puns or subtle references in the writing. Yeah, I definitely think we should have species other than sharks. I don't have many ideas of what other species, though. I did think of one, where if Scuba-kun is the only human there, one of the paths could be him bonding with a dolphin or whale who is bullied for being a mammal.

One of the characters should be a cephalopod. Squid or octopus or cuttlefish (cuddlefish).

I'm currently insanely busy with life so I'll be responding a bit more slowly. About the setting: Todash and I came up with a basic setting earlier in a google doc, which is subject to change (Sorry if some of this seems like I'm rambling, I'm pretty sure that's what I was doing when I wrote this): Copypasta: "Common Route: MC Scuba-kun is studying sharks, with Nami-san. After much research with Nami-san, they learn to communicate with sharks using vibrations and electric fields in the water, as well as body language(Side note: just did some quick research on this, and sharks pretty much only communicate with body language, as far as we know. I-It’s not like I wanted to be realistic or anything…). Scuba-kun and Nami-san discover the shark high school(Undawata ), and they start talking to random sharks. At first, communicating with sharks is difficult, because they are all bakas. Slowly, however, Scuba gets better at communicating and Shark-chan and the other shark girls start expressing their feelings more… but it’s not like they like Scuba or anything...baka. Common route continues and then branches out to the different shark endings." And Todash added to this as well: " Todash: Chapter 1: The day starts with Scuba-kun and Nami-san on a small fishing boat. They prepare to dive and, through some not-so-subtle exposition, explain their research and protocol. While Nami-san is energetically upbeat about the experiment's results, Scuba remains cynical and has no qualms about showing it. Once they dive in, they go exploring and comment on the scenery. Through some sort of hilarious mishap, the two become separated, and Scuba has to try to find his own way. That's when he accidentally bumps into a shark. The shark apologizes and he says its okay. Then he freaks out because he just talked to a shark. Little cute scene between him and Shark-chan trying to figure what's going on. Then Shark realizes she is going to be late for school and has to hurry along. Scuba is confused but decides to follow her. He finds an entire high school underwater (UNDAWATAAAAAAA) and is completely shocked. Through sheer foul luck, he finds himself in the administrative office where he is mistaken for an expected transfer student ("never seen a fish like you before" comments the secretary). He is pushed along to his assigned classroom where he finds, not only Shark-chan, but also Nami-san, who has already made herself at home."

These are all great ideas everyone! Love to see you using those noggins! As igfod said, there were already some ideas being tossed around in a google doc before we made this board. None of the stuff there is set in stone, which is why I want you guys to give me your feedback on all of it.

So, I looked at the sheet, and I saw some ideas, and different shark species are cool, BUT we should also include other species as characters. Not necessarily paths.
so 5 (6) paths?
Tsundere (Shark-Chan)
A shy girl type (Hammerhead?)
A sporty type (Thresher?)
An Artist Type (Whale?)
Maybe a few other archetypes, delinquent, stalker, such and such.
I know Nami is the 6th path, but how many are we realistically gonna do?

As a suggestion we could go for actual Japanese for the name of the school. Just off the top of my head 'umigakkou' literally translates to 'Sea School', suichuugakkou translates to 'Underwater School,' which is actually kinda funny because chuugakkou means 'Junior High' and sui means, among other things, 'crowded'. So it's sort of a pun.
